When I saw the Smithsonian cover about the 100-year anniversary of the Russian Revolution, I realised we were in for a series of articles of this type. Sure, they killed at least 100,000,000 of their own people, but at least they contributed to ballet, pissed off the right Americans, and made sure everyone had free health care.
I didn't read the NYT article but given China's one-child policy and the resulting massacre of unborn children who would have grown up to be women, that quote is almost unbelievable.

Before there was Adkins, there was the Kulak diet.
