It has been known to cause just a trace of paranoia. The dispatcher kept a straight face.

Hrm, drug dealers should not use what they sell. That's a good policy, I suppose.
Also, marijuana, or the active ingredients in it, causes interesting effects on younger than, say, 25 year old brains. Even after it is absorbed by the body tissues.
Stupidity is generally what people notice, but what I notice is the lack of emotional control. Like children or early age adolescent teenagers, they can't control their emotions.
Overall, this probably doesn't give people outside of California, a good impression of California, either.
And Americans seem to be the only people in the West, who actually care enough about a "border" to subjugate themselves to the enforcement of it. Which is a bit strange, seeing that level of conditioning.

Correction, Sin City, rather than California. Although I suppose Los Angeles might be hard to tell the difference.
