That is mostly incorrect. Airmen, soldiers, sailors and Marines are put in barracks or dormitories because it's less expensive than paying for off base housing and subsistence pay. I lived in a two man dormitory room while serving in Germany for two plus years.
It's cheaper, and it's easier to get them to focus intently on a novel and very demanding phase of their development, whether in the military or the university. That's especially so if they're young and have no experience in running a household yet.

If you say so. I’ve got a son in that age group. I have high hopes for him, but I see the age group up close.

She's right in some sense, yes- but the irony is she's on the side saying we should *lower* the voting age.
