As a means to control national voter fraud, this could work. The same states that worship voter fraud also really like to suck up federal money, and in the competition between the two ignoble impulses, my bet's on the money.
So I see this part and immediately my answer is no, there are better ways. "A portion of these funds should also be used to promote lawful voter participation and public awareness." In Blue states, that immediately becomes a slush fund for democrat activists as they funnel money into non-profits they set up to get these funds and use them to register Democrats and turn out Democrat votes. No thanks, we do enough of that already.

Agreed. The bribe should be for steps directly related to election security, and should be clawed back when they lie about it.
