That suffices.
Therefore: the right of the people to keep and bear arms is a right that no government, this nor any other, can infringe upon without a basic denial of human dignity. Such a denial itself entails a right of self-defense against such a government; and the everlasting potential for such a denial therefore entails an everlasting, permanent, and basic right to arms.

I went a-looking for that language in SB749 and couldn't find it. So I extended my search, and found this, which seems to be the origin of the restriction, but a titch less egregious in effect than the impression that I took from your post (although still exempting Gen. Assembly members from a law that applies to everyone else....)
"There is something you need to know about HB 110. Section 1-G of the bill has some interesting language that says it all about whether politicians feel they should be subject to the same laws they create for you. It states:
“The provisions of this section shall not apply to any member of the General Assembly who leaves a handgun in an unattended motor vehicle… when such vehicle is parked in any parking structure reserved for members of the General Assembly.”

You may be right; I am relying on open sources for this, which might be in error. The Virginia Citizens Defense League (VCDL) is pretty hot about it, though; and they're one of the better 2A groups at the state level.
Politicians exempting themselves from rules the serfs must follow is standard practice. insider trading, mandatory covid jabs, etc etc.
We have an aristocracy, they just call it something else.
