It's clearly a move to wash the crime in a plea, similar to the one that David Petraeus got after his violation of classification laws. More egregious, but similar.
Also, obviously, it's an attempt to keep the President's own crimes out of the public air by preventing any need for testimony in a trial.
"Laws are for the little people"...where, whether someone is a little person or not is defined not so much by wealth or even prominence, but by connections.

This is a punishing bit by Tucker. The philosophical account at the end is more important than the legal one, but the legal one is damning.
