In general I'm opposed to involving the Federal government in anything, or for Congress legislating outside of its very clear Article I Section 8 duties. That said, a global pandemic is the best argument for a coherent approach across many normally divergent sectors. Since you go to war with the government you have, and ours is hyper-partisan and nearly nonfunctional, a bargain may be the only way to obtain the goods we need.
Strong high borders, closed schools, ways to keep people from losing their homes or places of living during times when we ask everyone to stay home; lots is going to have to happen quickly, and for a month at least (though likely not forever). We can get this under control, but time is of the essence.

I've been telling my wife for two weeks now that no matter what anyone says, as long as the schools aren't closed, they are not serious about addressing the spread of C19.
(Of course, I'm still sending my kids to school, so I guess I'm not very serious about it either.)
Well, to be fair, if you quit sending your kids to school, they CAN arrest you.
It's a daily mass gathering to swap viruses (and other things) and then distribute them to nearly every home in the county. It's madness to keep them open when there's a plague coming through at exponential speed.

Technically plagues are caused by bacteria, so it's a technical misuse of the word.
It may be hard to estimate the cost except retrospectively. It may kill many or all of our older relatives; in China, it occasionally wiped out whole families. Even if we are hardy and our younger relatives largely immune, it may be very costly indeed.
It's only a Chinese bio-weapon. What could go wrong?
There is a wonderful paradigm shift happening , though.
For the first time in my lifetime, elites, leaders, celebrities, whatever you want to call them, are no longer insulated by power and money. We are all on equal footing now. No draft deferments, no bodyguards, everyone is on the same plane. "Over the Top", Officers first. Think "winnow".
My hope is we have people smart enough to consider this could be an act of war, and anticipate phase two, phase three, and phase four.

The situation in the PRC is pretty unique. Government suppression of information early on contributed heavily to the situation getting out of control. The PRC's medical establishment for average citizens isn't all that. Much of the problem in the PRC seems to have been potentiated by ADE--antibody dependent enhancement--which is strongly associated with prior SARS-like virus exposures, which has been much more prevalent in the PRC than in the rest of the world.
There have been no, or almost no, deaths from COVID-19/SARS-CoV-2 in folks younger than geezerhood outside the PRC. The only real risk, beyond discomfort and some days of lost work, is to geezers and those with already extant medical problems or compromised immune systems.
Even calling this a pandemic, without explanation of what a pandemic is, is little more than cynical panic-mongering. A pandemic is An epidemic (a sudden outbreak) that becomes very widespread and affects a whole region, a continent, or the world due to a susceptible population.
