It's not all that complicated. Conservative foreign policy seems to be viewed as neo con if run by Bush Ii fighting to get rid of WMDs in the ME. Then under Hussein, conservative policies become almost pacifist and non interventionist for Democrats, the party of war.

Then under Trum, what was once called WMD war mongering for nation building, is called enforcing the Red Line.

There are as many foreign policy derivatives as there are names for conservative US Presidents, Andrew Jackson included.
