At the website this guy runs, I find this story of a 16 year old who stole 5 vegetables to eat with his family. He is being held by two fully-armed soldiers with rifles.
When that gets to be a wise use of your military resources, it's time to beg for international help.

At one time, foreign governments would have some real worries about hitting a person inside the USA- those days are over, for now.
