Very likely part of the charm of the place is how few people find it an acceptably warm location.

I should add, possibly the best camping expedition I ever undertook was in 13 degree weather. With the right equipment, it was safe enough though very cold. I went with a couple of friends, and one dog, and we didn't see or hear another human being from the time we hiked out until we hiked back days later.

for some reason the males in my family have always favored remote cold places to vacation, typically well north of the Arctic circle.
I don't think it is the cold they like, it's just one of the few places left a person can really get away from people.

I can do that in a nice, warm desert and not have to be cold.

Been there, done that, burned the t-shirt for warmth. Spent two weeks at -60. And now with a little ice age comin' knockin', the future isn't looking like fun.

Macrory, in "Retreat from Kabuk", ("Signal Catastrophe" in England) , describes the sepoys and camp followers in sub zero weather in the Kyber, burning their clothes for heat... this is the sort of thing I could never imagine- it is an example of an action so distant from any reality I have ever experienced that it is unfathomable.
