It may be rarely used, but it sounds pretty apt.
1) It recognizes the existence of actual enemies.
2) It reinforces that ordinary screwing around isn't acceptable in life-or-death situations.
3) It carries an appropriately stern sentence given the loss of life of people who were sent looking for him.

Screwing around when you are supposed to be doing something useful, which means other people have to go fix it some way, can be dangerous. My son's best friend from basic was killed in Afghanistan because he was one of three sent out to look for someone who hadn't returned from a house entry. It turns out he had never entered the house and had just wandered around in safer areas of the vicinity hoping to find something useful to do.
That must be a charge similar to cowardice in the face.
