Does the DOJ actually answer to anyone?  It seems possible it may.

It remains an open question. Suppose Judge Hanen really does impose sanctions. Who in the Federal system will enforce them? How many divisions does the Federal judiciary have?

Ultimately, the DoJ answers to We the People, through our Congress. However, there are too many Democrats for impeachment and successful trial. Oh, and what's the status of the contempt of Congress proceeding concerning Holder?

Reasonable points, I'm afraid. Congress does have a sergeant at arms in each house, and its own jail. In theory, it could arrest Holder and detain him. In practice, it's almost unimaginable that anyone would do that to an Attorney General, especially one who is retiring anyway. He will skate.
