Venezuelan special forces have carried out thousands of extrajudicial killings in the past 18 months and then manipulated crime scenes to make it look as if the victims had been resisting arrest, the United Nations said Thursday in a report detailing wide-ranging government abuses targeting political opponents.Well, they do have Chinese advisers.
Special Action Forces described by witnesses as “death squads” killed 5,287 people in 2018 and another 1,569 by mid-May of this year, in what are officially termed by the Venezuelan government “Operations for the Liberation of the People,” U.N. investigators reported.

In Venezuela, police violence – and corruption – has reached extremes. Recently, the justice minister, Tarek El-Aissami, said 20% of all crime was committed by police, a startling admission. The public have little confidence in the force. In one poll, 70% said "police and criminals are practically the same". There are daily killings. Between January 2008 and March 2009, police were implicated in 755 "homicide cases". With some cases including multiple killings, the number of dead is likely to be significantly higher. In the first three months of 2009, there were 155 cases.
Human rights group estimate that during the past decade there has been an average of 900 killings a year. "Extra-judicial executions are extremely widespread. It's a habitual practice," said Pablo Fernandez, of the Support Network for Justice and Peace, an advocacy group that tracks human rights abuses.
In 2009, there were about 15,000 murders, which would make police responsible for about 5% of killings.
IIRC, there was news circa 2015 which indicated police killings were on the increase- big time. I will look for it.

Classified data from the Interior Ministry (Ministerio de Relaciones Interiores – MRI) shows a significant increase in the number of deaths associated with clashes between criminals and military or police officials, which are registered under the technical classification of, “resistance against authorities.” During the first nine months of 2016, a total of 4,156 deaths were registered under this classification.
In other words, this year Venezuelan security forces have killed an average of 15 people per day, or one person every one and a half hours.
In 2008 2009, about 600 police killings a year. In 2015, 4,156 in nine months,which would extrapolate to about 5,500 police killings a year.
Instead of replying with a snarky "old news" comment, I should be glad that others are paying attention to this problem.
