The author is celebratory about the various public-assistance programs. I'm not sure he appreciates the concept that being on public assistance is itself damaging: a healthy economy should be able to sustain a free people, free not only in terms of political or legal rights but in terms of being able to sustain their basic needs without the state and its intrusive demands.
I think about this every time I go to the grocery store and see items marked "WIC Approved." What must it be like to live with the ordinary expectation that the government must approve of your grocery shopping list?
