I think Gunsmoke and Firefly have the measure of Robin Hood: He robbed from the rich because it was a higher payoff for the same risk, and gave to the poor for practical reasons; maybe the loot was slowing his getaway, or more likely it was a PR move.

Or maybe, even, the poor sang stories about that because they liked those stories better.
