Since he's now their Commander in Chief, it hardly seems like it's endorsing a "political candidate, campaign, or cause". I'd read it as personnel being happy about their new command. Now to be fair, if I'd seen a military unit driving by with and "O" flag flying after his election, I'd have thought it disquieting, so that's fair I think. Wet noodle sounds about right, along with a reminder that it's 'quiet professionals'.
