Prof. Borjas on Immigration, Again

We've talked about Harvard Kennedy School economics professor George Borjas twice before at the Hall. Once when he wished Fidel Castro "Good riddance!" and again in the comments of a post on refugees as the author of a study on immigration.

Here he is recently at the NYT:

Over the past 30 years, a large fraction of immigrants, nearly a third, were high school dropouts, so the incumbent low-skill work force formed the core group of Americans who paid the price for the influx of millions of workers. Their wages fell as much as 6 percent. Those low-skill Americans included many native-born blacks and Hispanics, as well as earlier waves of immigrants.

The National Academy of Sciences recently estimated the impact of immigration on government budgets. On a year-to-year basis, immigrant families, mostly because of their relatively low incomes and higher frequency of participating in government programs like subsidized health care, are a fiscal burden. A comparison of taxes paid and government spending on these families showed that immigrants created an annual fiscal shortfall of $43 billion to $299 billion.

Similarly, the ideological climate that encouraged assimilation back then, neatly encapsulated by our motto “E pluribus unum” (Out of many, one), is dead and gone. A recent University of California directive shows the radical shift. The university’s employees were advised to avoid using phrases that can lead to “microaggressions” toward students and one another. One example is the statement “America is a melting pot,” which apparently sends a message to the recipient that they have to “assimilate to the dominant culture.”
Europe is already confronting the difficulties produced by the presence of unassimilated populations. If nothing else, the European experience shows that there is no universal law that guarantees integration even after a few generations. We, too, will need to confront the trade-off between short-term economic gains and the long-term costs of a large, unassimilated minority.

He points out that Trump's answer to the immigration question is to put Americans first, and asks a poignant question.

Many of my colleagues in the academic community — and many of the elite opinion-makers in the news media — recoil when they hear that immigration should serve the interests of Americans. Their reaction is to label such thinking as racist and xenophobic, and to marginalize anyone who agrees.

But those accusations of racism reflect their effort to avoid a serious discussion of the trade-offs. The coming debate would be far more honest and politically transparent if we demanded a simple answer from those who disagree with “America First” proposals: Who are you rooting for?

Personally, I think he's casting his pearls before swine, but maybe this is how the conversation starts. There are some sensible people at Harvard, and at the Ivies in general. They are just a minority, and they're not usually the loud ones.

Problems with Statistics on Refugees

Matt Y. over at Ricochet makes the argument that American Christians should welcome the refugees from the Middle East instead of opposing their resettlement here. He does make some good points, but he also uses the following statistic, which seems irrelevant to this argument:

The likelihood of being killed by a terrorist attack from a refugee in the United States has been calculated at 1 in 3.6 billion.

I think there are three problems here, and this is the second article I've seen these same three problems show up in, so I'd like to address it.

First, there is no real opposition to "refugees," but rather "Muslim refugees from nations with Muslim terror problems." In fact, among Americans who oppose taking in more Muslim refugees, I suspect there would be a strong willingness to take in Christian and Yazidi refugees from these same regions. The conflation of terms here implies a general xenophobia rather than specific concerns about a specific population, and although I don't think it is intentional, it is insulting.

Second, limiting the geographical area to the United States is also problematic because most of the Muslim refugees from nations with Muslim terror problems have gone to other places, such as Europe. So, to be relevant, one should include all nations that have accepted these refugees.

Third, the fear of taking large numbers of these particular refugees is not limited to terrorism. When Europe began taking in large numbers of these refugees, there were immediate problems with  sexual assault and other crimes.

Because of these factors, it seems to me that the only really meaningful statistic would cover the particular refugee populations in question regardless of geographic area of resettlement and it would include all crimes, not just terrorism. If that statistic were used, I suspect the argument would look very different.

All that said, I have yet to see anyone arguing for bringing in 100,000 Muslim refugees from nations with Muslim terror problems address some of the deeper concerns of their opponents, including issues of long-term assimilation and the radicalization of second and third generation Muslims in Western nations. These are also important issues, and if someone wanted to change my mind about bringing in tens of thousands of Muslim refugees from nations with Muslim terror problems, they would have to address them as well.

The Pro-Immigration Plank

In an earlier post, I proposed a new platform for whichever party wants to adopt it. Here's the Pro-Immigration plank:

Allow all of the legal immigrants US businesses need. Tempered by background checks, annual income minimums, and health insurance requirements, give work visas to pretty much any foreign national who can get an America-based company to hire them before they come to the US (they need to have a job waiting when they cross the border). Don't set maximum limits; let the market decide.

Things I'd like to add to this, but which may be a bridge too far:

1. Implement something like the DREAM Act; don't punish the kids of illegals.

2. Since the overwhelming majority of illegal immigrants appear to be from Mexico, cut a deal with the Mexican government. We'll give illegals here legal status, but Mexico has to pass reciprocal laws that give US citizens in Mexico all the rights Mexican citizens in the US have, and make immigration to Mexico easier for Americans.

3. Make immigration violations permanently bar someone from getting a visa to enter the US.

Enforcing Federal Law As It Ought to Be


I understand federal pre-emption. I support federal pre-emption in the areas where it applies. I even agree that it applies with particular force and reason in areas like immigration. It's just that I think the federal law that enjoys pre-emptive power should be the actual federal law that's been passed by Congress and stuff.

Here's the money quote from the DOJ's July 6 brief in the Alternative Universe that is the Arizona immigration enforcement lawsuit:

Although a state may adopt regulations that have an indirect or incidental effect on aliens, a state may not establish its own immigration policy or enforce state laws in a manner that interferes with federal immigration law.
That actually sounds pretty good to me. The part I don't get is why the feds who happen to be in office this year get to establish their own version of "federal immigration law" without complying with all those tiresome procedures for amending the laws on the books.

Here's how it seems to work: You're a Sanctuary City? No problem of any kind. You're doing the Lord's work. You're in accord with the Immigration Law As It Would Exist in a Just Universe. We, the feds, have the exclusive right to ordain what that is using only the power of our own minds. But over there, you're a Non-Sanctuary State? Knock it off. You're acknowledging the force of the law as written, which is an intolerable intrusion into the majesty of our federal powers.

The fact is, though, I'm pretty encouraged today by the tone of the federal district judge's questions, which show a healthy skepticism about the DOJ's case.
