I'm not sure exactly how it went when the Marines retrieved the U.S. flag from WHO headquarters, but I'm thinking of this scene from The Wind and the Lion:
I have a mental image of a dozen white-coat clad administrators beating a rapid retreat from around the flag pole as the Marines politely advance. The white coats are tossing bureaucratic forms at the Marines as a counter-attack, which the Marines vehemently ignore.

Gleefully ignore, I imagine, given how many similar forms must be filled out and approved in ordinary military life.
