Who was actually in charge for the last few years, though? Not the elected President, who is the only Constitutional officer in the Executive branch (the VP has his duties entirely within the Senate unless he/she steps up to take the Presidential office).
The answer is Weber's: the administrative state, unelected and undemocratic, was running itself.
I don't think they mean to be the enemy of all of us; I think they conceive of themselves as our betters and protectors. They are, however, the enemy of all of us. They defend their own interests, and are a positive threat to human liberty.

Jake Tapper is perhaps not the most credible of sources, but he claims it was Hunter Biden.
It’s the well-meaning, “we know what’s best for you so eat your milk-toast and stay out of drafts,” do-gooding impulse on a huge scale. And the would-be Improvers seem to get ever so frustrated and angry when people don’t do “what’s best for you.” (A bit like the dear little old lady at one church where I sang who got furious that I would not date her grandson “he’s the perfect match for you!” He was also 25+ years younger than I was, among other problems. How dare I think I knew better than she did what was best for me!)

That must have been awkward. I can’t imagine a mother proposing that I date her 20-something daughter. Just the sheer disconnect in terms of the world we grew up in, and the amount of knowledge they haven’t had time to amass, would make it an uncomfortable relationship.
Back on the original topic, I'm starting to see a few names emerge regularly in the reporting that is being attempted. It's mostly about who had access to the autopen, though. This story is much bigger than that, because a whole lot of the government was operating without input from the elected Executive at all.
I have to think that's why the Afghanistan withdrawal went so badly -- a lack of command intent and direction. It's probably also why, in the wake of the disaster, the State Department focused on stopping our efforts to withdraw Americans from Afghanistan privately rather than engaging with us to get it done. The only interest was getting the bad story out of the press as fast as possible, so people wouldn't notice that nobody was really in charge.
