Example: public schools in Texas are going to allow students to learn-from-home, attending class electronically if they do not feel safe attending in person. Visible cost: need for more reliable internet, increased teacher work-load for parallel coverage of same material.
Unseen costs: Longer work days for teachers (writing out lessons by hand and uploading them as well as making separate tests and worksheets), more complications because of ADA compliance for distance learning (captions on live videos of classes? Transcripts for students with other difficulties?), lower teacher morale, changes in teacher and student behavior because of presence of cameras in the classroom (discussions far less free because of risk of material getting out of the classroom and being misused), less material covered because of tech problems.
