Y: The police, at least outside of cities, don't consider swords to be dangerous, unless your behavior is dangerous and reported. Having them open carried or sheathed, is considered ok or normal.

Y: Well yes, an actual steel blade, not stainless steel, extending over 2-3 feet, is definitely more than 2-4 inches, but the thing is, swords do not need to be sharp to work... soo there is no law that can account for that. It's like a baseball bat basically. Except it is made out of steel and looks like a cosplay thing.
