Well, if they buy foreign guns, they can use foreign ammo, which may be cheaper. And without serial codes to track, it will be easier to move them around to create Leftist militias.
See, Leftists aren't as stupidly disarmed as American conservatives think. The Deep State would not get much use out of the expendable Leftist stalking horses, since the gang stalkers are the vanguard of the DS' NKVD and SS Gestapo. Leftists aren't just jihadist suicide bombers. They aren't expected tos urvive, or even to hit anybody.
