I've heard that this move is to spite local law enforcement for *whatever* reason the administration has decided to spite them for.

He's not saying the feds will no longer use civil forfeiture, just that they won't share the proceeds with local and state LE.
It's a step, because some state and local LE won't do it as much if they can't get $$$ from federal forfeiture, but it's a far cry from renunciation of civil forfeiture at the federal level. It's not about whether forfeiture will be used, it's just about who gets the money.
It's a start, at least.
