Were I advising Trump I'd go public to embrace the idea of abolishing ICE -- then proposing instead three divided (and in total smaller) groups: one to process legal immigration, one to enforce (by deportation at worst) laws against illegal aliens, and other to collect customs and tariffs.

A re-organization is a great way to embed a reduction in force.

And it is the Democrat / Left that has called for abolishing ICE, so this would suprerficially seem to be a concession.

By deportation at worst? Some of those laws are big-time felonies, like the child smuggling law. Doesn't that effectively remove the sanction against smuggling children over the border? It's Catch and Release, except they'd be released in Mexico.
