Yes, that's right. It's around 70% nationwide.

I didn't realize how extensively we relied on volunteer fire fighters until I read this.

I was surprised to learn how many firefighters in Germany are volunteer. But there are a lot of small to tiny towns and hamlets, and having volunteer companies makes good sense. Forest fires and the big cities are dealt with by full-time pros. (I may or may not have indulged in a bit too much very good food at a St. Florian's Day fest to support a local fire department Somewhere in the Black Forest.)
