I think it's fairly obvious the primary suspect would be Russia.
Followed a link out of the story to one about WWII shipwrecks being removed for scrap, and saw this- "According to international law, naval shipwrecks remain the property of their nations (in this case, Japan)."
Now I thought salvage rights would devolve to the country who's waters its in. I guess that's not correct?
