Coach Walz was/is a member of the NEA. Setting aside COVID-19 (over-)reactions, the state he governed has been increasingly unable to quickly negotiate contracts with public school teachers. Bargaining, and the threat of strikes, drag on and on. FDR argued against public-sector unions, way back last century, for putting agents "on both sides of the table". But putting an NEA member at the *head* of that table is a bit unusual.
