Not a surprise. Spreading the net wide to try to catch terrorists will fetch lots of false positives--I'd bet too many to be useful. Tighten the criteria, and you miss some. OTOH, these tools would be very useful if you have a target in mind and want to try to find _some_ kind of dirt. "would be" => "are"

Exactly. This is what it is all about- not to proactively interdict, but to have a data bank to incriminate a chosen target. 'give me but three lines a man has written, and I will find something to hang him for".
