These uprisings always seem to come at times when the United States is led by a Democrat who won't support them; Iran under Obama, and now Cuba under Biden. I hope they're able to make it work on their own.

Biden says he stands with the Cuban people and their desire for freedom. So long as it's a peaceful desire.
Leaving aside that last, it'd be all right if Biden had any idea--or even interest--in doing something more concrete for/with the Cuban people than standing by and yapping.
He's not alone in that porch dog yapping, for several administrations.
