I suggest that states issue drone licenses, specifying a bag limit; only birdshot shotguns inside city limits. Accidental damage or loss due to drone crashes would be the responsibility of the drone operator.
Reminds me of those low tech sci fi novels where biological animal weapons are employed vs high tech civs. Dolphins vs high tech gravity shielded mines!
The story of Earth is a grand epic rpg/fantasy hybrid, and many spirits are watching from a dimension inaccessible to (civilian) Earth tech.
Partially because some spirits are bored or amazed when they see Earth. Sorta like humans binge watching Song of Ice or Game of Thrones.
They wouldn't want to BE IN it but...
Some souls volunteered for combat, recon, or colonization duties on Earth. When they got here and got soul wiped, they then regretted their previous self's decision and no wonder when they can get out haha.

I have a friend who is a falconer, and for years he’s been talking up using eagles to take down drones. He may yet get his way.
