Long as he's strong enough--and gets the Deputies and Unders to help him--to clean out the excess, the detritus, the bureaucrats masquerading as officers, the superfluous contractors. That's what we need as SecDef.
It would be both a gesture and a good idea. Hard to beat that. The gesture part would be lost on modern Democrats, but some would remember, and some of those can still write gracefully and wisely.
