Donna Jackson DBA "Richard Windsor" surely had intent to subvert FOIA law. It is no surprise that other Cabinet level (and higher) officials would be taking steps to get around the rules that required previous authorities (and lesser mortals) to preserve government records.
I know a Federal judge who thinks I'd make a good AG, even though I'm not a lawyer.
