Bricks are quite the versatile building material, just not so good in seismic zones, alas. There has to be steel reinforcing in the twisted brick structure, as it doesn't have enough height in that arch, but if it was higher, it could be done without the steel, though likely not to code.
The paver laying machine I don't really get. Laying the pavers is the east part, it's prepping the bed beneath the pavers that's the work.
From the sign, I'd guess the paver is in the Netherlands or Belgium? Maybe a market where hiring workers to do something easy means, as they say, "It's not a job, it's an adoption."
