No, he hasn't. He said this: The comments in the video were made at an academic conference. I was speaking off the cuff and I basically spoke inappropriately and I regret having made those comments.
He regretted the comments, he's still made no apology for their meaning. I've also heard no Democrat repudiate the Gruber Principles; I can only conclude they form central tenets of the Democratic Party.
