    That was never going to be the case. Their first alternatives were going to be the PRC and Japan. Russia, though, is creating another market, accessible from the other coast.

    Did banning US oil extraction in the seas prevent Brazil and foreign companies from doing so off Florida?

    If not, why was that intentional?
