Clearly someone fell out of political favor. Without connections you won't get anywhere in this economy. Democrat mafia agents will just take all of yours, as their cut.
I hear the Japanese schools, often privatized, have much better leeway in firing or hiring teachers. There's even an unspoken set of conduct, which promotes marriage or legal relationships for teachers and students, after the student graduates. Because if they get found during school, the teacher tends to be fired and the student tends to get "transfered".
It's true that it's hard to discern a standard, given the other cases mentioned of teachers still drawing pay.
