Probably the law says you can't just buy beer and serve it, you have to buy it from distributors who have been approved by the state -- and whose records have been signed off on by the state, so the revenuers can be sure they're getting every penny of tax -- and none of those distributors have been approved to buy or sell this kind of beer.
