This is why flashlights are so nice. They can be used pre-emptively without a high risk of law suits. That way, if they are hiding things in a full black burqa, you can also hide things from people with a flash light.
Controlling the environment before the engagement is important. If there is high ground and a hill, might be a good idea to occupy it, and maybe the enemy will just walk away and refuse to fight. If they do want to fight, then bleeding them using the environment is a free weapon.
