That has a good chance of working where the mothers are trying to raise their sons properly, and so there's likely to be a core of goodness in the boys. Too often, though, the mothers don't care, or don't know enough to care, and so the core is absent; even if those mothers could be persuaded to go through with the charade (charade it would be to them), it would fail.

It would be interesting to have the fathers trail along behind and do the same--occasionally, but not always, pointing out that the just-harassed woman is his wife--and the harasser's mother. But it would suffer from the same failings, too--could the father even be found.

As an example of the power of the mother in at least part of Latin America, consider the Mexican expression "a toda madre [all mother]," as in great, awesome, wonderful.
